Why am I not able to float?
Generally speaking people that are muscular, lean or thin will tend to sink. Those that have a wider surface area or a larger body fat percentage will usually remain afloat for longer. That said, everybody’s legs sink eventually due to their weight.
There is no point trying to ‘learn’ how to float because your body is simply not built to. However, this does not mean that you cannot learn to swim.

Yes this is totally true. I've been a dive instructor for 6 years, and there is a percent of the population that can't float. There are some genetic differences, but also gender and then body types. Men tend to have more muscle mass, just a fact. Some people are top heavy and some people are scrawny. Oddly enough it's not always about fat/muscle. While that tends to be true, I've also found that some people tend to breathe very shallow - less air volume = less buoyancy.
And it makes it very difficult for some people to swim. They might be great divers, but they suck as swimmers. It becomes a catch-22 as well, because that inability to float causes the panic reflex. For those that can float - just as you described it - you can relax and take your time, but for those that can't they have to continually expend effort to float. And that sucks.
Fortunately diving doesn't require people to stay afloat for hours at a time...

Why can’t some people float?
Many people sing in water; they can’t float. Some people can’t float because they are too nervous in the water. Muscular people or people who are lean might have trouble floating too. If you have a low body fat percentage, floating on water might be difficult. But, everyone who can swim can float. So, if you can’t float on water naturally, learn to swim.
