Also is it possible for me to apply for a tourist UK visa for this case??
To be able to travel to UK / enter UK before the student tier 4 visa valid start date?
You can apply for a tourist visa to enter the UK before the valid date of the Tier 4 visa if you could get one that is.
And if you could get a tourist visa then you would have to leave the UK for a day or two and return on the tier 4 visa to activate that visa as you wish. Are you prepared to do that?
You can try to contact UKVI International Sheffield @ "EntryClearance.Errors@fco.gov.uk" if you wish to go ahead. But it may be too late for you.

If the error relates to a vignette endorsement and is raised within 3 months of arrival in the UK the applicant should contact UKVI International Sheffield.

When Tier 4 Students can come to the UK
190. Your course start date is used to determine the date at which you can come to the UK. This is the date given by your Tier 4 sponsor on your CAS.
191. If you are doing a course that is six months or longer, or for a pre-sessional course that is less than six months, you will be able to come to the UK either one month before your course start date or seven days before your intended
date of travel, whichever is later.
192. If you are doing a course that is less than six months and is not a course to prepare you for study, you will only be able to come to the UK up to seven days before the start date of your course.
193. If you are applying for entry clearance whilst you have extant leave (for example you have returned home during the summer break after completing a study abroad programme and you are applying for additional leave for the final year of your course), you must ensure you enter the UK on your new visa in order for this to be valid.
194. If you return to the UK on your extant leave, before receiving your new visa, you will need to leave the Common Travel Area once this has been granted and re-enter the UK for your new leave to be valid.
If your entry clearance application is successful, you will be given a vignette valid for 30 days. This will allow you to enter the UK, however you must not enter the UK earlier than the first date on your vignette, or your Tier 4 leave will not be valid.
