Is English - only program/channel by Thai people on Thai TV possible?

(This is my first topic on Pantip which I write in English. I'm sorry if there are some incorrect points in this topic. The reason why I write in English is to improve my English writing skill. Moreover, I also think that, if we want to discuss about English, we should use English.)

Thai people's lack of English skills is a topic which has been discussed for a long time.
Many government agencies, especially an agency on education like Ministry of Education and private sections are searching or developing  the ways to improve Thai people's English language skills, at least in a group of younger generation.

In the world of communication today which English is main language for communication, knowing English and using it well are compulsory skills for many people. As we have seen for a long time, Thai people can do many things well, but, due to the lack of English skills, that talented Thai people cannot work far from Thailand and are not known internationally. This problem should be resolved as fast as possible, or now.

If there is a way to encourage Thai people to be interested more in English learning, TV program may be that way.
There are some TV programs on many channels which teach English, both directly and indirectly, both long and short program, such as Chris Delivery on CH5, English on Tour on CH3, Loukgolf's English Room on GMM25. An indirect one is Toon Disney on CH7 which teaches some English words to the kids at the end of the show.

But there is no English - only program or channel on Thai TV, the most likely one is "English Breakfast" on Thaipbs which is conducted mostly in English, about 90%. And, of course, there is no English - only channel in Thailand.

I think that there should be one English channel produced by Thai people on Thai TV. The channel should contain news, programs including documentary, quiz shows in English. Moreover, there should be a TV drama in English. The actors speak English in the drama. Their accents may not like the accents of native speakers or Thai people who were born or grew up oversea, but, at least the scripts must be grammatically right and the actors must pronounce English correctly.

That will be similar to other countries' English channel like Russia's RT or China's CGTN News (formerly CCTV News)
I think that this type of TV channel will encourage many people to learn and practice more English.

I also think that the most potential channel to produce a program like this is GMM25 which is popular in the group of younger generation, a group which is interested in English learning, more than other generations. The English - only channel may be too hard to achieve today.

There may be someone who argues that Thailand need not to have this type of channel or program because there may be very few people who watch it. Moreover, today many people can learn English from any websites such as Youtube. From my perspective, I think that Thailand should have at least a TV show in English - only to encourage many people who may not  often use the internet.

From my point of view, If English - only channel on Thai TV is impossible, many channels or every channels should have at least things:
1.News in English, at the night or early morning about 3 - 4 am
2.Some TV programs in English, like quiz shows, conducted in English
3.English Speaking Contests
4.Dramas or Series with English subtitles (can be turned on/off by remote control)
Each stations should have their own translation team to translate and make a subtitles for their shows.
If they want to release the show, especially series in the countries which the people don't speak English, such as China or Vietnam, there should be a translation team for these countries' language too.
